Description: We are a young startup looking to create the prototype server side logic of a new system.

The server will be configured with a complete LAMP stack but I am open to having this implemented in Java also.

What needs to be implemented:
1. Listen for a TCP/IP packet
2. Parse the packet and get a variable from the data payload
3. lookup the data in the DB and takeout the cell phone numbers associated with the row (preconfigured in DB)
4. integrate with SMS gateway to send SMS in these cases - for example: http://www.kannel.org/

This needs to be a quick and dirty solution but code has to be clear enough for me to understand :-)
